IMPLEMENTATION OF LIGHT RAIL SERVICE ON SHARED ASSETS TRACKAGE BETWEEN TRENTON AND CAMDEN, NEW JERSEY

New Jersey Transit engaged RLBA to facilitate the design, construction, operation and maintenance of the Southern New Jersey Light Rail Transit System through development of a shared use operating plan between Camden and Trenton, New Jersey. Specifically, RLBA examined the volume and nature of freight movements on the subject trackage to determine the safety, feasibility and other parameters of shared use on the same track or within the same right-of-way. RLBA conceptually designed an entirely new switching yard to facilitate block swapping and otherwise allow freight switching to be accomplished efficiently within the tight timeframes dictated by the light rail service. Subsequently, additional/yard tracks, crossovers and freight-only lead tracks were added by RLBA to the conceptual freight railroad infrastructure, based on numerous meetings with NS, CSX and Conrail staff. RLBA also conducted a field examination of the 100 plus miles in the "Camden Branch Line Cluster" to determine annual track maintenance requirements associated with continued operation of the track by a Class I carrier and the lesser requirements associated with a freight-only short line operation. As part of establishing the feasibility of shared use operations, RLBA conducted a detailed track maintenance planning analysis to determine how efficient maintenance could be performed without adversely affecting train operations. RLBA also estimated rail asset, real estate and going-concern values of the property. Finally, RLBA participated in numerous negotiating sessions and drafted appropriate documentation to facilitate the process of gaining access to the involved freight trackage.
