DOUBLE-STACK INTERMODAL WASTE TRANSPORTATION SYSTEM REVIEW

RLBA conducted a performance evaluation and capacity enhancement study of the intermodal waste transportation system used by the Northeast Maryland Waste Disposal Authority. The Authority sought to know whether its transportation equipment and fixed plant were being properly maintained, how to increase weekly throughput and the operating costs associated with each component of the transportation system. RLBA evaluated track, railcars, cranes and their operation in conjunction with the prime contractor, which examined tipping floor, compactor and truck operations. On-site inspections were conducted at the Transfer Station and at the Resource Recovery Facility and a condition and maintenance report submitted. Estimated maintenance costs of transportation system rail components were provided. RLBA also identified system operations and capacity determinants that should be reviewed to identify and assess potential means of expanding throughput. This assignment built upon previous RLBA system, facility, operations, contracting and value engineering assignments on behalf of the Authority.
