CANADA TRANSPORTATION ACT REVIEW: STUDY OF NEWLY EMERGING RAIL MARKET STRUCTURE In enacting The Canada Transportation Act, Parliament mandated that four years after passage a comprehensive review be undertaken to determine what modifications needed to be made to the statutory and regulatory framework governing freight and passenger transportation. The Government Panel charged with conducting this review retained RLBA to study developments over the past twenty years in North American rail industry structure, to assess the efficacy of current laws in addressing continued rail consolidation and to recommend statutory changes which would appear to be beneficial or necessary. RLBA presented the results of its analysis in a Canadian Government forum.
