Francis E. Loetterle, Ph. D., AICP,
Director of Transportation Planning
Frank Loetterle, recently joined RLBA and splits his time between Minnesota and the Arlington, VA office. He brings 21 years of transportation planning experience, working at the Minnesota Department of Transportation, the Metropolitan Council (Twin Cities Regional Planning Agency) and SRF Consulting Group. At the Minnesota Department of Transportation, as a Senior Research Analyst, he functioned as an internal consultant, designing and managing market research studies throughout the state and across all disciplines. The market research program focused on better understanding travel behavior and the manner in which the Department could serve best the traveling public. At the Metropolitan Council, he held the position of Planning Analyst, supporting the development of light rail transit and bus rapid transit in the Twin Cities. At SRF, Dr. Loetterle held the positions of Senior Associate, Transportation Planner, Project Manager and GIS Manager, focusing on transit and roadway projects. Dr. Loetterle enjoys significant light rail (LRT) experience including the Hiawatha LRT. Dr. Loetterle currently teaches a course in transit planning at the University of Minnesota.
