RLBA determined the feasibility of public acquisition and rehabilitation of Kansas City Southern Railway’s 68-mile Gulfport District between Gulfport and Hattiesburg, Mississippi in order to enhance landside connections of the Port of Gulfport. RLBA estimated the cost of purchasing the rail line, assessed its condition and the costs of needed repairs or upgrades and performed a going-concern value of the line. RLBA’s assignment comprehended an extremely detailed assessment of the existing track structure and signal system condition as well as the need for and cost of necessary improvements both to raise speeds and/or handle 286,000 pound loads.
