As part of a going-concern valuation effort, RLBA projected twenty year, annual maintenance-of-way cost estimate budgets, subdivided into capital and expense categories, with and without track upgrades, in connection with an economic analysis of the Magnolia State purchasing 68 miles of KCS track, between Gulfport and Hattiesburg, MS to enhance the landside transportation connection of the Port of Gulfport.
