RAIL CAPACITY ANALYSIS OF THE NORTH JERSEY SHARED ASSETS AREA The Port Authority of New York and New Jersey engaged RLBA to perform an analysis of the current capacity of all rail lines in the North Jersey Shared Assets Area (NJSAA). RLBA identified all of the lines in the NJSAA and determined track configuration, track speed, method of operation, type of signal system, line clearances and other determinants of capacity. The line analysis included physical inspection of all then-current and potential congestion areas by RLBA staff as well as interviews with railroad operating officials. Traffic projections based on Port Authority and railroad-supplied data were applied to the appropriate line segments, resulting in the identification of nine potential congestion areas. Detailed capacity analysis was conducted in order to determine the existence and severity of capacity shortfalls. Ten capacity improvement initiatives developed by the Authority and its serving railroads (CSX, Norfolk Southern and Conrail) were evaluated as to their ability to remedy future capacity shortfalls and prioritized in recommended sequential order. Future capacity deficiencies that the initiatives did not address as well as additional remedial capital improvement projects also were identified.
