Paul W. Austin, Transportation Analyst, has worked on passenger, freight and real estate-related assignments since joining RLBA. He identified alternate uses of railroad rights-of-way and land use along railroad corridors in California and Massachusetts. He interviewed real estate agents in Colorado, Nevada and Ohio to determine property absorption rate along railroad corridors. In New Mexico, he examined demographic and accessibility factors in determining station locations in connection with a proposed commuter rail line to/from Santa Fe. In addition, Mr. Austin has researched subjects related to passenger rail issues including Federal Transit Administration New Start Funding Criteria, environmental justice, railroad grade crossing safety procedures, and equipment selection and pricing. He assisted Connex in the development and implementation of mobilization planning regarding Connex’s assumption of Metrolink (Los Angeles Area) commuter rail service from Amtrak. He has worked with RLBA's proprietary run time analysis model to determine train schedules on various proposed passenger rail systems. Mr. Austin analyzed long distance freight movements regarding routing of coal and solid waste shipping by rail. Prior to joining RLBA, he worked for a New York real estate law firm, conducting title searches, researching zoning matters and preparing documentation of property assessment |
