POTENTIAL CONSTRUCTION, MAINTENANCE, SAFETY AND OPERATION IMPACTS EVALUATION ASSOCIATED WITH A RAIL CROSSING OF CSX TRACK IN CONNECTION WITH A BUILD-OUT TO NORFOLK SOUTHERN Holcim U.S.A., the second largest cement manufacturer in the United States, engaged RLBA to examine and evaluate the operations, engineering and safety implications of constructing a “build-out” by which it expected to obtain better rates and service by gaining access to the trackage of a second rail carrier (Norfolk Southern) in South Carolina. Railroad network geography, economics and wetland environmental considerations all necessitated that the build-out cross CSX trackage. RLBA’s assignment was to: 1)conduct a field inspection focused on existing conditions in the subject area and how railroad operations might be potentially impacted; 2)coordinate with the involved railroads’ local officials familiar with current operations; 3)communicate project findings and 4)draft Verified Statements to be submitted before, and used in connection with, Surface Transportation Board proceedings.
