Robert L. Banks

Robert L. Banks, founded the firm in 1956 and directed over 2,500 studies in almost 50 years as Chief Executive of RLBA. As such, he acted as a policy advisor and technical analyst for numerous carriers of all modes, industries, governmental entities and trade associations, and directed projects relating to all aspects of transportation: traffic, revenues, operations, costs, economics and finance. He testified before several Congressional committees and appeared as expert in numerous proceedings before the Surface Transportation Board, the Interstate Commerce Commission, the Canadian Transportation Commission, two Canadian Royal Commissions on Transportation, and state and local regulatory commissions. He contributed significantly to the planning and implementation of the commuter rail system emerging in Southern California through a large number and variety of assignments after RLBA was designated the "Commuter Rail Advisor" to the Los Angeles County Transportation Commission in August, 1989. He was the Chief Technical Advisor to the Virginia Railway Express and assisted in the planning of a number of nascent rail passenger systems nationwide.
