STB STANDALONE COAL RATE CASE: AEP TEXAS NORTH COMPANY RLBA incorporated railroad configuration, traffic and operating inputs provided by various others into the Rail Traffic Controller, a computerized, railroad operations simulation model employed to support AEP's request to the Surface Transportation Board that it secure relief from excessive coal transportation rates. RLBA represented the hypothetical, 1,200-plus-mile, 200 million tons of coal and general freight annually “stand-alone railroad” in the model, recommended infrastructure and operational improvements and conducted numerous simulations to evaluate and investigate the stand-alone railroad’s capacity to handle coal and other unit trains. RLBA tested the inputs and design of the model, developed alternatives to be considered by other consultants, sponsored testimony before the STB on the validity of the results produced by the model, evaluated and critiqued BNSF Reply Testimony and presented Rebuttal evidence.
