RLBA conducted an independent review of the Financial Analysis prepared by The Washington Corporation, owner of both Montana Rail Link and Southern Railway of British Columbia, to acquire more than 1,000 route miles of Canadian Pacific Railway (SOO Line) to form the I&M Rail Link (I&MRL). Evaluated projected I&MRL volumes and revenues based on reviews of existing traffic data as well as interviews of major customers. Reviewed the proposed operating, maintenance, fleet adequacy, capital expenditure plans, related cost projections and all significant contractual arrangements, flagging a number of problem areas.
