R.L. Banks, and Associates, Inc. (RLBA) a multi-disciplinary consulting firm with offices in Washington, DC and the San Francisco Bay Area, provides railroad transportation economic, engineering, operations, negotiations and institutional counsel. For more than 50 years and throughout more than 2,500 engagements, RLBA has been engaged on almost every conceivable type of transportation economics, operational and engineering problem by a wide variety of clients in the United States, Canada, and more than a dozen other countries, including public authorities, governmental entities, rail carriers, industrial firms and trade associations.

Many of these have called upon RLBA to provide skills absent in their own organizations. Others have enlisted RLBA’s assistance to conduct studies, prepare reports, or testify before public tribunals with the confidence that our objective approach and technical skills will provide them with guidance upon which they can rely as they identify appropriate solutions to problems or choose between alternatives in establishing future policies.
